I then ended up with a re-updated version of 12.8.2.3 that was able to see my iPhone. While the installer was running, it downloaded additional updates, as did iTunes 12.8.2 itself when I launched it.

After some research, the person I spoke with said to go to Download iTunes 12.8.2 for Mac and install this slightly older version. That didn't fix the problem, but I felt it was important to try those things first before calling in for assitance.
